To be more precise - you need that particular Skill-Tree on Level 55 to be able to unlock the Abyssal Skill. So if you are Level 55 (having switched constantly during leveling) but haven't reached Level 55 in any of the Skill trees, you cant unlock Abyssal unless you level that tree to 55 first. 2. true.
