Gaff's origami is obviously significant in "Blade Runner." Each piece he makes is briefly the focus of the camera and carries a hidden meaning, but the matchstick man might be one of the most.

If you're watching the 1992 Director's Cut, it implies that Gaff knew about Deckard's unicorn dream earlier in the film; further implying that Deckard is a replicant, and that Gaff knew about.

Being a chauffeur and a babysitter are some pretty lowly jobs for a blade runner but if Gaff was a newb, I can see it. Bryant is a more interesting character for me. Of course, Gaff is interviewed by K in 2049, and is real enough there; but, if memory serves, there's a theory that if Deckard is a Replicant, his memories were supplied by Holden (before Leon popped him, of course), so Gaff could well be a real Blade Runner who was acquainted with Holden, and Deckard's implanted memories caused him to "create" Gaff in that regard.

Gaff, presumably a blade runner, went to Deckard's apartment probably to retire the last replicant. Remember, people see replicants as only machines, not regarded like humans. Replicants are like any other machines. They are either a benefit or a hazard. Now given this, Gaff sparing Rachael's life is highly unlikely.
